Ludwig von Koopa (known as Chiflis Von Koopa in the DIC cartoons) is the eldest of the Koopalings, a clan of seven siblings who act as leaders of the Koopa Troop under Bowser (who was originally considered their father, with Ludwig as heir to the throne). He also proclaims himself their leader, and in Mario & Luigi: Bowser's Inside Story, it is hinted that he holds a high enough rank to receive orders directly from Bowser and report to him on his situation. As shown since Super Mario Picture Books, Ludwig is a boastful and conceited character, and recent official biographies also emphasize his intelligence. Physically, he is distinguished by his large, wild, blue mane, his overbite with a single protruding tooth, and his eyebrows, which are held at a peculiar angle, giving him a serious and mature appearance. Its name comes from the composer Ludwig van Beethoven.

In Super Mario Bros. 3, Ludwig is the boss of the Pipes. He is the oldest of the Koopalings and Bowser's second-in-command. He steals the blue magic wand from the Pipe King, transforming him into a Piranha Plant or Yoshi in the original and Super Mario All-Stars versions of the game, respectively. Ludwig can generate earthquakes that stun Mario after he lands from a jump; he also attacks by generating magical blasts with his wand and retreats into his shell both after being hit by Mario and as a form of attack among the others, this being his unique trait in the game.

The Game Boy Advance version slightly expands Ludwig's role with the e-Reader level Koopaling Confusion (originally only in Japanese), in which he hides in a maritime docking area.

If the player takes the lower route to fight Ludwig, they will fight Mario or Luigi in a flat cabin and will be defeated with a single stomp by either of the Mario brothers. However, if the player goes to the end of the armada, they will fight Ludwig in a cabin with an uneven floor and will need the usual three stomps to defeat him. This level acts as the penultimate level on the e-reader's final level card (counting Bowser's Blimp 1 and Bowser's Blimp 2 as a single level).
